fire alarmA Fulham landlord has been fined £20,000 for operating an unlicensed HMO. Rizwan Ahmed has already been ordered to repay £37,000 in housing benefit to Hammersmith & Fulham Council, as he failed to obtain the necessary license for the 9-bedroom property in Fulham Road.

A report on the property said that its fire alarms and fire doors did not meet the necessary standards, and that the rooms themselves were in an "appalling state", with one room "little more than a concrete cell" without floor covering. Council officers found the shared bathroom without heating and hot water, the shared toilet and shower cubicle in a filthy condition and dangerous electrics, among other things.

A council spokesman said: "Ahmed’s tenants were living in very poor conditions and this should be a warning to all landlords that the council takes HMO licensing and management regulations seriously."
